In the movie Mr. Jefferies believe that it is the neighborhoods best interest if he watches to see what everyone is doing. he does not really care what every one else thinks.

He even try to justify himself by saying that he would not mind if his neighbors looked in his window.

I think that he says it is the neighboorhoods best opinoion to spy on them because once you think your onto something you don't want to give up. Since he believed he was onto something he wanted to prove himself and to others that thought he was crazy that he was right. Also, he says he wouldn't mind if others watched him because he has nothing to hide. So, he continued his watch because he knew something was going on in the house because he was being so secretive about things.
